What is an SRE permit?

Any foreigner buying property in Mexico must first obtain a federal government permit. The notario handles the application for you, though processing costs a few thousand pesos. Realtors refer to it as an SRE permit because it is issued by the Secretaría de Relaciones Exteriores (Secretary of Foreign Relations).
